After much debate both OPAs were adopted by council.

Request for Approval – OPA 18.5 Yonge and Carrville/16th Avenue Key Development Area
Update since the November 1st, 2023 Committee of the Whole and November 8th, 2023 Council Meetings.
As a result of the feedback received, changes are proposed to OPA 18.5 from the previous draft version that was released for consultation in May 2023 and which was presented to Council at the statutory Council Public Meeting on June 20, 2023 and recommended for adoption on November 1st, 2023.
Overall, the majority of the recommended changes described herein are technical and minor in nature and do not propose substantial modifications to what was presented in the draft OPA to Council at the June 20th CPM.
Staff considered comments raised by Council and the public at the Committee of the Whole meeting, and a “Questions and Answers” table is provided here to help clarify certain matters.
Request for Approval – OPA 18.6 Village Local Centre
Update since the November 1st, 2023 Committee of the Whole
and November 8th, 2023 Council Meetings .
As per Council’s direction, Staff undertook additional consultation with landowners who provided correspondence and comments to Council at the November 1st Committee of the Whole and November 8th Council meetings.
Staff note that no additional changes to OPA 18.6 are proposed as a result of those meetings and from what was recommended to Council at the November 8th Council Meeting.
Public Comments:
The public may submit written correspondence regarding agenda items by email to clerks@richmondhill.ca. Written correspondence must be submitted by 12 p.m. (noon) one business day before the meeting. Comments submitted will be provided to all Members of Council, are considered as public information and will be included on the public agenda posted to the City's website.

Any person who wishes to speak to Council on agenda items must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Applications to appear as a delegation can be submitted by email to clerks@richmondhill.ca or by using the on-line application form found on Richmondhill.ca. Delegations can be in person, or electronically by video conference or telephone. The Office of the Clerk will provide instructions on appearing as a delegation.
