Before going into Closed Session, Mayor West and Councillors Chan, DiPaola, Liu, and Cilevitz declared a conflict of interest as they are all named in item #3 so did not attend the closed session. Clerk Huycke and City Manager Joslin also declared a conflict and also did not attend the closed session.
Councillors Davidson, Thompson, Shui, and Cui attended the closed meeting to consider the legal matters below.
As this was a closed meeting and subject to solicitor-client privilege, there was nothing to report in open session.
The purpose of this Special Council Meeting will be to consider in closed session:
A Time Sensitive matter related to receiving the advice that is subject to: solicitor-client privilege, including communications necessary for that purpose; and related to litigation affecting the municipality before the Ontario Superior Court of Justice, Court File No. CV-22-00002095-0000, The City of Richmond Hill ats. Regional and Local Councillor Carmine Perrelli (Sections 239(2)(e) and (f) of the Municipal Act, 2001, S.O. 2001, c. 25);
