All agenda items were approved by Council.
Most of the discussion centered around the Comprehensive Official Plan Update and Secondary Plan Approach and commencing with a separate Secondary Plan for East Beaver Creek Rd and Hwy 7 in 2025 rather than 2026. The expediting of that Secondary Plan came about largely because the Sheraton Parkway wants to commence with their development proposal of a major hotel and convention center on their lands.

The purpose of this report is to obtain Council’s direction with respect to a proposed settlement of site-specific appeals made by 2402828 Ontario Inc. (“the Appellant”) for lands at 10533 Leslie Street to Official Plan Amendments 18.3 and 18.4 currently before the Ontario Land Tribunal (OLT).
If supported by Council, the settlement would enable the following permissions and criteria on the subject property by way of a site-specific exception in Chapter 6 of the City’s OP:
permission for a Day Nursery as a permitted use;
permission for a standalone Private Elementary School, or a Private Elementary School combined with a Day Nursery
To seek direction from Council regarding the completion of the City’s Official Plan
Update and future Secondary Plans for the East Beaver Creek Road/Highway 7 and Bathurst Street/Highway 7 mixed-use centres, and provide additional information on the impacts of initiating the East Beaver Creek Road/Highway 7 Area Secondary Plan in 2025.

The revised proposal is to be a multi-phased development comprised of four (4) development blocks to contain 413 street, back-to-back and rear lane townhouse dwellings, two (2) blocks for public parks, two (2) blocks for stormwater management facilities, three (3) future development blocks, a new public and private street network and six (6) blocks for environmental protection and buffer purposes.
The applicant has undertaken modifications to its development proposal which satisfactorily address the City’s comments and technical requirements at this stage of the approval process and therefore, staff recommends that Council support the development proposal.
There’s a homelessness and mental health crisis happening on our streets. Ontario’s cities cannot solve it alone.
The City of Richmond Hill supports the “Solve the Crisis” Campaign
The City of Richmond Hill calls on provincial and federal governments to commit to immediate action to solve the humanitarian crisis that Ontario is facing as the numbers of unhoused individuals and those suffering with mental health and addictions grows exponentially; and
The City of Richmond Hill requests that the Province officially makes homelessness a health priority; a
The City of Richmond Hill requests that the Province provides adequate, sufficient and sustainable funding to ensure that municipalities have the tools and resources to support individuals suffering with mental health and addictions, including unhoused people and those from vulnerable populations that may be disproportionately impacted; and
The City of Richmond Hill calls on the residents of Richmond Hill to join us in appealing to the provincial and federal governments for support by visiting SolveTheCrisis.ca and showing your support.
