Recap: Council Meeting - Feb 22

Richmond Hill Council Meeting Wednesday February 22, 2023


All agenda items were unanimously approved by council.

 

Agenda items include:

13.9 SRCFS.23.013 - 2023 Operating Budget Update

  • Approval of the Operating Budget with a 3.72% Property Tax increase

In 2016, MPAC released New Current Property Value Assessments (CVA) which were phased-in over the next 4 taxation years, 2017 through to 2020. The next scheduled assessment update was to be performed in 2020, however, in light of the financial challenges that households were facing from the evolving Covid-19 situation, the Province had postponed the 2020 update. The update was deferred in 2021, 2022 and will continue to be postponed in 2023.


  • Council is not approving a Municipal Elections Campaign Rebate Program mentioning that it's a lot of work to maintain and may not give the desired outcome

  • Approval to reinstate a bi-weekly, half page Bulletin Board in the Liberal

  • the purpose of this report is to seek comments from Council with respect to the applicant’s revised Site Plan application to permit a 21-storey high-density, mixed use development to be comprised of approximately 269 dwelling units

13.7 SRPI.23.013 – Request for Direction – Official Plan and Zoning By-law Amendment Applications – Hillcrest Holdings Inc. and Montez Hillcrest Inc. – 9350 Yonge Street

  • The purpose of this report is to seek Council’s direction with respect to the applicant’s revised development proposal to permit the construction of a high density mixed use residential/commercial development to be comprised of two rental apartment buildings with heights of 26 and 30 storeys and to direct City staff to appear at the March 6, 2023 OLT in support of Council’s position

  • That the Ontario Land Tribunal be advised that Council supports the revised Official Plan and Zoning By-law Amendment applications submitted by Hillcrest Holdings Inc. and Montez Hillcrest Inc.

 

How to attend Council Meetings and Provide Comments

City facilities are open to the public to attend Council and Committee meetings. The public can observe meetings of Council and Committees by attending in-person or by viewing the livestream of the open session part of these meetings which can be accessed on the City’s YouTube page.


Public Comments: The public may submit written correspondence regarding agenda matters by email to clerks@richmondhill.ca. Written correspondence must be submitted by 12 p.m. on the day prior to the meeting. Comments submitted will be provided to all Members of Council, considered as public information and noted in the public record.


Delegations: No prior registration is required to make an in-person Delegation, but is encouraged. Prior registration is required should the public intend to make an electronic delegation by video conference or telephone. Applications to appear as a delegation must be submitted by 12 p.m. on the day prior to the meeting by email to clerks@richmondhill.ca or by using the online application form found here. The Office of the Clerk will provide instructions on appearing as a delegation.
