There was considerable discussion regarding the Comprehensive Zoning By-law strategic direction reports, particularly about the need to manage short term rentals and lack of parking.
Regarding the 1 Cynthia proposal, Councillor Davidson does not support the application primarily because it would not fit the character of the neighbourhood and the potential issues of flooding. She voted “no” to reflect what she's been hearing from the community. The motion did however get moved to next week's council meeting.
There were also many delegations in opposition to the proposed telecommunications tower at 120 West Beaver Creek Road. Council approved a Motion to Refer so that staff could communicate with the applicant about the possibility of relocating the tower.
Agenda Items Include:
A request for direction regarding a Zoning By-law Amendment application to facilitate the creation of two (2) additional residential building lots.
The Zoning By-law Amendment application to permit two (2) additional residential building lots was appealed to the Ontario Land Tribunal (OLT) in April 2024 on the basis that Council did not make a decision on the application within the statutory timeframe prescribed under the Planning Act;
modifications to the proposal have been made to address staff comments and concerns related to the protection of trees and the existing woodland on the property as well as revised development standards related to reduced side yard setbacks and increased building height; and,
the modifications to the development proposal satisfactorily address the City’s comments and concerns and therefore staff recommends that Council support the development proposal.
The purpose of this report is to seek Council endorsement of key documents that will guide the drafting of the City’s Comprehensive Zoning By-law (CZBL).
The City’s Consultant, R.E Millward and Associates, has prepared four (4) draft Strategic Direction Reports (SDRs) pertaining to the overall approach to the CZBL as well as zoning for neighbourhood areas, specific intensification areas (1 Key Development Area and three (3) Local Centres) and city-wide parking and loading requirements;
A Parking and Transportation Demand Management Strategy (PTDMS) has been prepared to recommend parking rates and parking development standards for the CZBL inclusive of Bill 185 changes;
A public consultation Open House on the four SDRs and PTDMS was held and the comments received at the meeting have been taken into consideration (summarized in the “Consultation Summary Report”) before finalizing the SDRs and bringing them forward to Council for endorsement;
A Consultation and Engagement Plan has been prepared outlining ways to engage the public and interested parties moving forward in Phase 3 of the CZBL Project.
A Radio-Communication and Broadcasting Antenna Systems Public Consultation Application has been submitted to facilitate the installation of a 27 metre (88.58 feet) monopole style telecommunications tower on the subject lands;
The required Community Information Session was hosted by the applicant on Thursday March 30, 2023; and,
Planning staff recommend that Council support the Radio-Communication and Broadcasting Antenna Systems Public Consultation Application.
Radio-communication and broadcasting facilities are under the jurisdiction and responsibility of the Federal Government, with municipal governments generally being permitted to engage in public consultation with proponents in order to address reasonable and relevant concerns from a land use planning respective. As such, only the Federal Minister of Industry has the authority under the Radio-Communication Act to issue radio authorizations, to approve each site upon which antenna systems are to be installed, and to approve the erection of all masts, towers and other antenna supporting structures.

Public Forum:
Any person who wishes to speak to Council on a matter not on the agenda must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Persons wanting to address Council during the Public Forum portion of the meeting must register by sending an email to clerks@richmondhill.ca or by using the on-line form. Public Forum participation can be in-person, or electronically by video conference or telephone. A maximum of five persons will be allowed to register for the Public Forum on a first come first serve basis.
