Committee of the Whole Wednesday March 22, 2023 at 10am
Council has reinstated Committee of the Whole (COW) meetings beginning March 1st. COW meetings are less formal, discussion-oriented meetings with the same members of Council. Generally, matters are discussed at the Committee of the Whole level first, then given final approval at the subsequent Council meeting.

11.3 SRCM.23.03 - Richmond Hill Diversity, Equity and Inclusion (DEI) Strategy and Action Plan
to present Council with the City of Richmond Hill’s Diversity, Equity and Inclusion (DEI) Strategy and Action Plan, including a list of short, medium and long-term recommendations that have been developed in consultation with staff, Members of Council, and the broader Richmond Hill community.
11.4 SRCM.23.04 – Richmond Hill Land Acknowledgement
approve the Land Acknowledgment statement developed by Shared Path Consultation Initiative.
We are gathering on lands that have been home to First Nations Peoples from time immemorial. We acknowledge that what we now call Richmond Hill is on the Treaty Lands and Territory of the Mississaugas of the Credit First Nation and the Mississauga and Chippewa Nations of the Williams Treaty. We also recognize that we are on part of the traditional territories of the Haudenosaunee and the Huron Wendat.
We would also like to acknowledge all First Nation, Inuit and Métis peoples from across North America, also known as Turtle Island, who now reside in the City of Richmond Hill. We are committed to rebuilding constructive and cooperative relationships
11.5 SRCM.23.05 – Request for Direction – Official Plan and Zoning By-law Amendment Applications – Metroview Developments (GARDEN) Inc. - 8700 and 8710 Yonge Street
to seek Council’s direction with respect to the applicant’s revised development proposal and to direct City staff to appear at the OLT in support of Council’s position concerning the subject applications.

11.10 SRPI.23.030 – Request for Approval – Zoning By-law Amendment Application – Farhad Fani-Molky and Parivash Kalantari – 53 Sunset Beach Road
A request for approval concerning a Zoning By-law Amendment application to facilitate the construction of a two-storey single detached dwelling.
12.1 Member Motion - Mayor West - Bird Friendly City and World Migratory Bird Day
That Council endorse the City’s efforts to be a certified Bird Friendly City through Nature Canada
How to attend Council Meetings and Provide Comments
City facilities are open to the public to attend Council and Committee meetings. The public can observe meetings of Council and Committees by attending in person or by viewing the livestream of the open session part of these meetings which can be accessed on the City’s YouTube page.
Public Comments: The public may submit written correspondence regarding agenda matters by email to clerks@richmondhill.ca. Written correspondence must be submitted by 12 p.m. on the day prior to the meeting. Comments submitted will be provided to all Members of Council, considered as public information and noted in the public record.
Delegations: No prior registration is required to make an in-person Delegation, but is encouraged. Prior registration is required should the public intend to make an electronic delegation by video conference or telephone. Applications to appear as a delegation must be submitted by 12 p.m. on the day prior to the meeting by email to clerks@richmondhill.ca or by using the online application form found here. The Office of the Clerk will provide instructions on appearing as a delegation.
