(Capital Budget begins Page 192)
A capital budget outlines a plan for capitalizing in the building and improvements of infrastructure and assets to provide safe and enjoyable services for city residents.
It serves as a financial communication tool for stakeholders to make decisions on imminent plans, priorities, and challenges faced by the city.
Additionally, it helps monitor and manage the city's funds to ensure investment choices align with the community’s needs.
Similar to the operating budget, the capital budget is subject to influence from Council priorities, economic conditions, inflation and financial constraints.
The City must balance its budget on an yearly basis, bridging the gap between identified needs and available funding sources.
